I'm interested in how chess.com bots are created.  Are these based on an existing engine where you can specify characteristics like openings they like to play or if they are positional vs tactical.

The bots are based on Komodo with various setting changes and custom opening books.

If you're interested in customizing or tweaking engines to play with different personalities, your best friend could be a chess engine named "Rodent". Rodent IV it's the last available version, and I can't think of an engine which allows more tweaking than that. It's a free, UCI engine.
