that would just stimulate a flood of new registrations that were old members registering with a new name and email address - trying to get the 'bennies' of being the 2 millionth member to sign up.
after all, there were a lot of prior members trying to sign up again, to get the freebies for being the 1 millionth member.
increasing the prize is futility as many of those will never log in again, once they find out that they aren't the 1 millionth (or 2 millionth) member.
but Erik is in charge and will do what he deems appropriate and likely doesn't need any of us to tell him what to do on that account.

"Over" means you are continuing to talk but awaiting a reply. "Out" means "I'm done, end of conversation". It makes no sense therefore to say "over and out". You learn that day one if you are trained in professional radio communications.
