Who would create matches if there was no admin? And there can't be an admin for every single one, because there isn't a staff member from every country.
People can't even agree what flags should be available (and which should not). If it were officially sanctioned groups as opposed to a simple icon people could identify with could you imagine the uproar over Holland vs. Netherlands? Western Sahara? Tibet? Taiwan? Quebec? Wales and Scotland? UK vs. England? Ireland vs. Northern Ireland...?
I think that letting people create their own groups that they choose to associate with is better. Officially sanctioned groups for each country would become a giant argument over what constitutes an officilaly recognized country, just like the availability of flags has.

LETS SAY, 11 rounds, 1st round starts on 15th of jan and so on .... 11th and final round starts on 15th of Nov .... all of that stated on the official section for world and continental leagues on the website ..... lets make the world league 5 day and continental leagues 3 day .....
of course all other groups are there and people can play friendlies through them .... but this would be the real deal .....
