If you lose a Rated game to anyone, you can Report them if you think they cheated, and if the Mods. find they did, you'll recover your points.

The mods don't have anything to do with those reports., other than encouraging you to send them in instead of publishing a rant here in the forum.
There is a full-time staff at chess.com to review them.
We find some guests in open challenges board for some times and I don't understand why they can play rated games. Indeed They can cheat without consequences, but also lie about their real level. What to report in this last case?

The site can still do something about the first case and for the latter, it really isn't any different than members choosing New to Chess when creating an account even though they're stronger.
True, but guest status is much less restrictive than registered member. I mean, the process of opening an account often "guarantees" a minimum of seriousness when playing as a guest can be a way to let off steam.

Why would you play rated games againat guest accounts? The standard time controls have plenty of rated games against members.
