The comparison to the beta isn't really useful. Most players were unaware of leagues in beta, so fewer people were actively trying to promote. Based on the numbers I've been seeing on the leaderboards, it's going to be very hard to promote, at least during the first few weeks.
Once the contest ends, it may be easier, but probably only those that play a lot will make it.
