How do you know? Please cite your source of information. Or is your answer based only on your personal experience? I am hoping that chess.com staff will answer my question. Note that, even if a specific opponent timed out in one of your games, it doesn't necessarily mean that opponent times out often -- it might have been a rare instance.
I wait until they flag to make sure they don't move at the last second hoping I changed windows. Then, I start moving INSTANTLY to throw in an extra dig and mate them savagely.

Since C.C keeps track of the time-out rate for each member (if I remember correctly), it seems like it would be easy to create pools of players based on high/low time-out rates. Then players who frequently let the clock run down to spite their opponents (or if they just play too slow, or have poor connections) would only play each other.
And to make this filter more flexible, each member could be allowed to toggle it on/off, or even set limits, e.g., I could choose to allow myself to be paired with anyone with <20% time-out rate (so that I can still play my slacker friends).
I realize that the programmers always already have a stack of tasks to deal with, but this filter would make the forums more bearable -- it wouldn't be saturated with as many complaints.
However players need to realise your opponent is perfectly entitled to play on if he wishes, even if his cause is a hopeless one
I have absolutely no problem with that. Indeed, there is an added challenge of playing from behind, and great satisfaction when you manage to win despite the bad position.
My problem is with the players who intentionally stop moving when they know they lost, and just before they time out make the move hoping the other player changed windows and is doing something else, won't notice and will lose by time out.
I know a player who goes by [ removed-- VP] he lives with me so I’ve seen him do this myself he plays on his iPad but uses his computer to cheat I reported it but nothing happened so if you play against [removed] he is cheating
It’s against forum rules to name cheaters before they’re banned, but thanks for the heads up. I’m off to challenge him for free points before he’s banned.
I've met many players that, instead of resigning when they understand they lost, abandon the game making the oponent waste time until the timer runs off. In a few cases they returned to play in the last seconds in the hope that I changed to another window, won't notice them and lose by time.
There should be a way to report such players, if not even an authomatically check of match history and penalizing players that often abandon the game in losing positions.
