Yes, it is blitz.

Below is the FIDE rule taking effect from 1 July 2014.

A ‘blitz’ game’ is one where all the moves must be completed in a fixed time of 10 minutes or less for each player; or the allotted time plus 60 times any increment is 10 minutes or less

A ‘Rapidplay’ game is one where either all the moves must be completed in a fixed time of more than 10 minutes but less than 60 minutes for each player; or the time allotted plus 60 times any increment is of more than 10 minutes but less than 60 minutes for each player.

JagdeepSingh could you provide me the link to the new 10 minutes rules? I haven't been able to find it.

artificer, i corrected my above post.  The rule i gave above is only coming to effect on 01 July 2014.   It is still 15 minutes or below for blitz & above 15 minutes for rapid play.  My apologies for giving wrong info.  Below is the current rule till end of June 2014

 

A ‘blitz’ game’ is one where all the moves must be made in a fixed time of less than 15 minutes for each player; or the allotted time + 60 times any increment is less than 15 minutes  (can be found in Appendix B.1)
 

A ‘Rapidplay’ game is one where either all the moves must be made in a fixed time of at least 15 minutes but less than 60 minutes for each player; or the time allotted + 60 times any increment is at least 15 minutes, but less than 60 minutes for each player (can be found in Appendix A.1)
