Report for Stalling/Quitting

Well i've checked your games for today where you won (that is implied by your question)
And found only one game when opponent 'stalls' for just about a minute
https://www.chess.com/game/live/71717651637
But what else i've found is a game where you stall for 4 minutes

Given all games involve early Q without real strategic play so basically low quality and abusive i'd say topic is made up and intentions of both sides are unclear

Well, here's one of the games I was alluding to, see for yourself. https://www.chess.com/live/game/71696048967 Apparently you didn't check well enough. Also, thinking about a move for a few minutes in rapid in a difficult position isn't stalling. The only reason I reason I see for denying that: 1. This happens way to frequently, 2. It's detrimental to the opponent, 3. It's childish and petty... Would be if you are in the habit of throwing tantrums yourself.

Their time to do with as they wish.
Not entirely. At least not on chess.com: https://support.chess.com/article/675-what-is-stalling. Stallers get sanctioned.

I agree with this post. It happens to me quite frequently. Unfortunately there's no solution for this...
My partner got a 24hr ban for letting the 58sec on the clock run out. They were thinking and didn't realize the time. The ban happened in less than 2 mins from that game ending. They have never let the clock run out. (We both thought it odd how the ban was instant - either a mod in the game or a friend of a mod, either way, someone was abusing their position)
I had a game where the player realized it was a no win, and instead of resigning, they let 5mins 22sec run out. I reported and nothing was done.
This website is frustrating and filled with corrupt mods. I can not wait until another website comes along offering the variations offered here. I don't play normal chess here, only the variations as they are no where else to be played. Anyone with computer knowledge or money looking to invest into something, keep the variants in mind. From the amount of unhappy players here, you will get a lot of people joining.

I've reported multiple people for quitting/stalling (it happens all the time - a major downside of chess.com) and haven't received a reply for at least a year, maybe two. The growth of the website has seen a degradation of the service - perhaps you should hire more moderators with your increased revenue?

Chess.com takes all reports very seriously. Please report any infringements and they will be looked into.

eventually the cheaters get banned. I think the algorithm catches on. Too many people playing and reporting for humans to physically look at each report.

Sometimes they might not punish stalling, but you will not know either way, because they will not be closed for abuse right away for stalling. Plus they do not tell you their decision when you report someone. They give you feedback for questions and whatnot, but usually not for reports.
In general, I think they warn them first, then they put them in bad sport pool or something like that. Both of those, you can't figure out just by looking at their profile. I am not sure if they outright close their account if they do it all the time.
