People have commented about this a lot. I also don't understand the low rating problems having a tiny pass rate. It would be great if they could link the rating to the pass rate...must be possible but requires some reprogramming?
Shouldn't A Tactics Trainer Problem's Rating Be Determined By Its Pass Rate?

There is partial credit in the tactics trainer. If a player gerts the first several moves right and the last move wrong it counts as failed so it lowers the pass rate. But the solver gets partial credit for the moves that were correct and the problem rating can go down.
In short, the pass rate is not the only real factor that decides a problem's rating.
I see quite a few Tactics Trainer problems with a 1200 or so rating and then
a pass rating of about 20%(even after about 2000 attempts).
Isn't the Pass Rate the only real factor that should decide a problem's
rating or are there other overriding considerations?
