Why has my percentile figure dropped several points while my rating is going up?

I quote myself because I see now that chess.com has started to calculate the percentile from the number of active playes in the last 90 days, instead of the total number of users. I think that's a change for better! Now we can get a more realistic idea of our strength.
I noticed this too. The percentiles of all my categories dropped significanltly out of nowhere, even the ones I'm inactive in. Cheaters would be higher rated, so I would think the percentiles would go down if they were removed. It could be that chess.com has removed or stopped considering inactive accounts in the percentile (more likely to be lower rated), or the rating system has inflated and they've only recently updated the percentiles to fit.
These are complete guesses btw, but I'll post here if I find out what's up.
