If you read through the thread you linked to in post #14 you'll find that Canadian membership is automatically renewed in US dollars, and my bank's exchange rate will be the one used. I trust my bank has it right despite chess.com's currently being in error.
Like I said, it's a clarity issue not a question of chess.com trying to rip anyone off.
