I have some experience running chess tournaments. To be honest, any Google search will get you a random bracket generator perfect for tournaments, no matter the type (elimination, swiss, round-robin, etc.). However, I've seen some recommendations (but never tried myself) such as https://www.chess.com/article/view/swiss-manager. Worse case scenario, you draw names out of a hat.

How many players, will it be an elimination tournament (rarely used these days) a swiss style tournament or a round robin? Round Robin tables are very easy to get online, I doubt you can get a swiss style pairing program online for free, they're actually not that expensive.

You must be a FIDE certified arbiter, acquire a personal number, and use the Swiss-Manager approved program to upload your tournaments.
Or you can upload tournaments via your National Chess Federation's personal number if you are a national arbiter, and the federation has approved this.
