what does percentile mean on chess.com?

It means that for the time control you are viewing, your rating is of the 40.9 percentile of ALL chess.com members (with few exceptions such as it only counting members active in the last 3 months I think). 40.9 is close to 41, so I'll round up. This means that if you were randomly paired against 100 chess.com members (for this time control), then you would (on estimate) have a higher rating than 41 of them (of 100). "Percentile" is a well-known mathematical term, so I don't know why Google wouldn't point you in the right direction.

Sure, no problem. It is a nice confidence boost to view high percentile ratings, but don't forget that it all comes down to rating pools. This statistic is on chess.com and therefore chess.com members - everyone from GM to child learning the rules on chess.com. Obviously, FIDE, USCF, and even local chess clubs and so on probably have tougher rating pools - but it is still a cool little statistic to watch as you improve
