When will the 'Starts When Full' bar fill up?

There was a bug introduced last week that was quickly fixed but some divisions ended up in a stuck state. Staff are working through a process to identify all stuck divisions and move all members impacted out of them.
One way to do it yourself is to leave leagues and rejoin. It will put you in a new division in the same league when you play your first qualifying game after that process
Since you are currently top-3 in your division you might screenshot and open a ticket with support instead.

You have to click rejoin first.

You're in a full division now and it's running.
I've also been curiously waiting for my Elite league to let me move up. Been at 1st place for over a week now.

You may want to screenshot and open a ticket with support. My understanding is the fix is jut going to place stuck members in a new division at the same tier.
