Why are titled players allowed to publicly accuse others of cheating?

There's a certain FM on this site who consistently posts on the profiles of other chess.com users, accusing them of cheating. I and my friends who use this site have reported this player for violating the chess.com rules (https://support.chess.com/customer/en/portal/articles/1444846-what-are-the-rules-of-behavior-for-live-chess-?b_id=12321) but his account has not been deleted nor have his public accusations been removed. 

Why are chess.com moderators tolerant of this rule breaking?

Accusations of cheating in the public forums is against the Chess.com rules, but a person's profile page isn't the same. A member can always delete any note left on their own profile page, so if another person's note bothers them, they can delete it.

People can posts user notes about religion and politics too: they will, however, be warned about profanity or other highly offensive language, or if they're spamming another person's profile with multiple notes.
