B King putting W King into check



I believe that in Blitz OTB tournament play, the rules of the game involving the K is different from that of regular time control chess.
In Blitz OTB tournament play, the K can be captured by a K, a piece, or a pawn.
So, a move such as KxK, BxK or PxK is a legal move in Blitz OTB tournament play.
There you have it. I remember when I was a child we were fond of playing blitz, and that kind of thing (KxK) is possible. But the checking King will lose, as it'll be the other's turn to move. I only did it when the opponent was distracted.
Just a "in case" question...if my opponent uses his King to put my King into check, can my king capture that king to get out of check?
