Best books on rook endgames?

The classic work is "Rook endgames", by Levenfish and Smyslov.
The new classic work is A Practical Guide to Rook Endgames by Nikolay Minev.

reading books with rook endgames alone is a waste of time at our level imo because we rarely reach those compared to other endgames combined

Rarely? Rook endings of all kinds account for one half of endgames reached in practical play, so even if you compare them to "other endgames combined" you will reach them more than rarely.
At our level? (At least you didn't say "at your level".) I thought the point of study was to improve level. By far the easiest way to improve level is by studying the endgame in general, and rook endings in particular.
I remember a 1600 asked me to go over a game he had just finished, and I could see he had no good understanding of the endgame he had just played. So I set up a typical += rook vs rook (with some pawns) ending to play against me and gave him white. He was a decent tactical player, but *every* *single* *move* he made was a _positional_ mistake, and within five or six moves he was completely lost! I told him to study rook endings, if he did that he would go from losing them all to winning the +- positions and drawing the = positions. And again since rook endings are half of all endings that's an estimated Elo gain of 133.
I remember a 2000 player (RIP) who had some serious weaknesses in his game, but played rook endings at master level. I played the Petroff against him, he gave away two tempi in the opening, "lost" a pawn in the middlegame (but in a way that led to a rook ending), and then he played the endgame like a demon. He did everything right and whittled away the pawns to a drawn position (I still had one more than him). I made a last-ditch effort to win with one of my passed pawns, he ignored it, activated his king and rook to support his own passed pawn, and even won! That ending still haunts me, it is one of only two losses against this particular player.
P.S. Silman's book is good, but there is no single book that has enough for everybody. You can ask Silman, he wrote more than one book himself, and has probably read more endgame books than you can shake a stick at.

You make a decent point, except I don't think studying rook endings is a bad idea. Recently I played an OTB tournament and reached a rook endgame that was a tablebase draw, but I played it like an idiot and lost which showed me that I'm weak at them and the only way I'll improve at this game is by working on my weaknesses. I'll also go over silmans book as it has some good things

@ricorat plays the Caro-Kann so about one in every three of his games in a rook endgame.

Hello everyone, I was wondering if anyone had any good recommendations on Rook endgames? I've noticed that my play in them needs serious work so all recommendations are greatly appreciated
