Also note that the "entire position" includes castling and en-passant status
No way is this a draw. It would just make chess stupid; it only becomes a draw if both players cooperate in repeating the moves.

I remember playing some guy who was totally lost--you know, I had a rook and a queen and we both had some pawns lying around--and instead of resigning he started moving his king back and forth. I eventually realized that he was suffering from a misapprehension of the kind people are talking about here. While he was being checkmated, he went to chat and actually expressed surprise, mixed with a little outrage, that he had not created a draw.

Duplicate your king move up to 25 times (without pawn move or capture by both parties), then it is draw.
It's not the move but the position(shake my head). Otherwise anyone who would want a draw in chess could play nf3, ng8 back and forth

I play Pirc and a playing for a draw against someone who is rated a bunch of points higher isn't a bad game. One must plan early, though; Draws don't just fall in your lap. Especially playing black.

It's been a long-known issue that grandmasters will sometimes pre-arrange a draw because they can't be bothered playing so they play a game like the one a few posts above.
There are also known opening lines that lead to a draw by repetition.
I think I've also seen stalemate in 10 moves but it's contrived, and you can also of course contrive to reach a draw by insufficient material.
It's not an 'issue'. You're underestimating the amount of effort it takes to play 6-hour games on consecutive days
