I'm not seeing the problem here. Why not just eat the rook, then eat the pawn?

Because you can only move once at a time?
Because king takes rook, a5! Black's pawn queens and wins.
The FEN suggests the board is the right way up, hence there is no solution and white is lost no matter what he does.
