800 starting level.

Ratings used to start at 1200 for everyone. The theory was that ratings would adjust quickly to their appropriate levels. However, that meant that those facing players rated 1150 to 1250 had little idea what their actual strength level was.
Several years ago , a self-assessment tool was put in to provide a wider variety of starting ratings-- from 400 to 2000.
The theory is still that ratings will adjust quickly but it spreads around the new players all over the ratings spectrum and perhaps makes it a little quicker for people to get their rating to the right level.

Yeah i hate the rating sistem, i would find players that are good on 400 and players that blunder their queens in 700. I feel likr the higher i get the easyer the games become. I think a good fix would be so that every new account should start at 500 or 800

There are many players with inaccurate ratings. The rating system is called the Glicko system and it estimates how accurate each player's rating is. They used to publish that measure of rating accuracy in peoples' statistics but they removed it several years ago because people didn't really understand it.
/ The accuracy measure is taken into account when they are adjusting ratings. When you play someone with a very high RD (the inaccuracy measure), the rating change for your account will be less. (So if you lose to someone who just joined with a starting rating of 400, they will have an extremely high inaccuracy measure (RD) and the changes in your rating will be minimal.)
Similarly, if your RD is very high, perhaps because you haven't played many rapid games, then changes in your rating will be more pronounced.

The good thing is when an opponent's account is new, the games wont impact your rating as much.
To be more specific, when your opponent's RD is high the number of points you win/lose is lower.

For example, your RD is still available for your daily and rapid games. It is currently 41 for your daily rating of 859 and 99 for your rapid rating of 638. (Evidently these stats are not constantly updated.)

The higher the RD, the less accurate the rating. In general, RD declines when you play more games and when those games are relatively current.
This means that the RD of 99 for your rapid rating means that it is considered much less likely to be accurate than your daily chess rating, which has an RD of 41.
For your rapid rating, the 99 RD (Rating Deviation) means your rapid rating of 638 is considered 95% likely to be within a 198 point radius of your actual rating. (So your true rapid rating most likely lies somewhere between 440 and 836.)
Your Daily chess rating of 848 has an RD of 41, because you have played a lot more games of daily. Therefore, the range around your Daily rating is much lower-- only 82 points above and below.
