What is the difference between when your opponent “auto-aborts” & when they “auto-resign”?

Auto abort doesn’t lose or gain elo. Auto resign does.

Does the person quitting decide?

No. In the tournaments, you can’t abort, only resign. Usually it takes a few moves before it will auto-resign you.

Auto-abort occurs within the first 3 moves of a game if a player takes too long to move or disconnects. In this event, no rating points are deducted from either side, even if the game is rated. Auto-resign occurs when a player disconnects from the game for too long after the third move. This is an automatic victory for the opposing player, and rating points are adjusted accordingly, unless the game is an unrated one.

Actually - it's auto-resign after the second move. At least now, I don't know if they've changed something as I am relatively new in chess, but after move 2 is complete, it's a resignation.
