chess.com “refunded” me ratings after my opponent cheated

Twice I was told that odd behaviors were detected by my opponent and was given back ratings. Does this happen often? Why are people cheating?

The perception of cheating levels is orders of magnitude more than the actual amount. The vast majority of games and players are clean
