Does any quitter really get any punishment for quiting games?

I just had this game with a guy that looks to be fairly good at playing quick enough while he had even better internet speed than me  and this is the easiest case actually where i had to wait just around a minute for the game to finish, but  i had 3 games yesterday where people quit 5...7 minutes before the game finished instead of resigning...I see a problem in it because in one case i reported the quit twice in 7 minutes...and i just had to wait until the time expired to win the game...otherwise, if i quit , i lose and i bet that people think this way that if you're not pacient enough they'll win instead if you quit first...which i think should get a really tough punishment. I play for a few weeks here and in almost any single game i felt i have no chance i resigned or at least i played untill the game finished.I had very few games where i spent around 2...max 3 minutes foer a tough move but i continued until either i lost or i won. Apparently chess being a mind game "benefit" a lot of mind cheaters too... I highly doubt that the cause for quiting is frustration when i meet guys better than me  in bullet games.Well...i don't play bullet games at all, i only play 10 minutes games but that is another story...

Next game even better for  the wall of shame, next player even higher rated...had no signal problem until suddenly...
