That kind of set up for white is considered 'ideal' because the 2 pawns are controlling the centre on d4 and e4, the 2 knights are at their ideal squares c3 and f3, and the 2 bishops are on their most active squares c4 and f4. However, black will have something to say about all this and unless the black player plays the opening terribly white cannot achieve all this.
