No, no matter how long a Pawn has sat there, as long as your Pawn moved to squares, and lands directly BESIDE the enemy PAWN, your opponent will be able to use en passant.

If the black pawn moves from g7 to g5 in a single move, it doesn't matter how long the white pawn has been sitting on h5, the white pawn has the option to exercise en passant (if they choose to) and capture the black pawn that had moved to g5.
As I understand the history, when the chess rules changed to allow the pawn first move to be a single space, or two spaces if desired, it was an unfair advantage as it took away an opportunity for the opposing pawn to capture. So "en passant" was developed to provide that opportunity back to the opposing pawn to capture, if desired.
@MelvinGarvey I learned the history of it the way AirWigglyTown did as well. They probably tell us that because it is easier to understand for beginners?

What is En Passant?
En Passant is a special Pawn capture when one Pawn moves 2 squares and directly BESIDE your Pawn, then you can move your Pawn one square diagonal to a blank square and the other Pawn will be removed from the chessboard. This is NOT cheating, but it's the latest major change to the rules of chess. If your opponent doesn't believe you, show them this topic to prove that's NOT cheating.
