Guest mode design flaw?

Please correct me if I am in error, but in Guest mode players can be and are randomly matched with players who are rated but playing unrated games. In other words, very highly skilled rated players are playing beginners. I have seen this hundreds of times.

But there is no way a rated player can play an unrated game paired with someone who is legitimately their peer in terms of ability. Rated players selecting unrated games are assigned “the luck of the draw” as far as opponents go, from what I can tell.

Am I missing something?
