Always same game in most cases. white or black my opponent likes to make this formation.. kc3,d4,e4,kf3. Tries to set this up almost every time, how do I defend it?

On the first move put a pawn in one of the 4 center squares. That way your opponent can't do this. For example if you're black:

White is not losing in that position, but white was not able to step up the formation you describe.
