How to start learning chess?

First, let me suggest that you get at least a Gold level paying membership. You get more puzzles, and most importantly, you get to unlock all the computer bots (AI opponents). For someone just starting, these can be invaluable.
Barring that, go to "Learn" and read a bunch of articles on beginning in chess. They can be extremely helpful.
Above all, PLAY. Select a live game of about 15 minutes and just play. Don't worry about winning or losing; of course you're going to lose. But you will learn from your mistakes if you go over the game afterwards, and each loss will plant a little more knowledge in your mind.
Next, though this is HERESY on chess.com, which depends on paying member, sign up for free at one or all of the following: 1) Chesstempo.com--unlimited puzzles 2) Lichess.org--unlimited play, puzzles, and analysis. Probably the best free chess site in existence. 3) Chessgames.com--hundreds of thousands of games by the great and near great, easily searchable.
Finally, go to YouTube and subscribe to some of the best chess streamers ever! Gothamchess, Mato Jelic, John Bartholomew, Hanging Pawns, Hikaru Nakamura, Agadmator--and many more. All entertaining and highly instructive.
These suggestions should keep you going for the first 5 years.
1. learn the various tactical motifs then practice finding them in puzzles which will bleed over into finding them in your own games.
2. Learn the opening principles- which aren’t opening theory like Sicilian defense and London system! Opening principles will guide you in any game on how to develop your pieces and get into playable middle games often.
3. Learn the basic checkmates COLD. King and queen against king, king and rook against king. You ought to be able to checkmate with these pieces from any position on the board within 10 seconds- seriously, it should be automatic like that!
4. Play daily (1/day) or rapid 15|10 as the fastest time controls here until you’re at least 1400- because you’ll need time to think about your moves, you’ve little to zero intuition and pattern recognition to rely on, it’s all brute force thought and calculation for you right now.
5. Review all your games for mistakes- what did you miss, and importantly, why? Is there a trend in my mistakes? Then target on fixing the thought process that caused them (lack of knowledge, bad habit, ect).

Beginners should just play and ANALYZE their games. If you can't do it on chess.com because you can't upgrade, go to lichess and play there. You get free analysis there. You should aim for longer games (15 minutes +) so you have time to think and calculate. You want to get to the point where you don't hang your pieces. It's not going to go away forever but it can be improved on.
I would also suggest getting a puzzle book and do tactics. Puzzles online are not as good as a book because they just accept the first move and they don't force you to calculate everything. And they are human-approved.

Most Dutch clubs use the stappenmethode to get good at tactics. Up to a very high level, tactics are king. But it also teaches some essential endgame and basic strategy. It has a manual and a puzzle book. If you want to get a proper feel for chess strategy, you can't really go wrong with working through Silman's Reassess your chess, although I'd focus on the static advantages first and not the dynamic ones like initiative etc. cause they can be difficult till you're very strong.
