if you are 800 and above, you can use bongcloud. however if you are below 700, then it is advisable to play the standard openings

I agree with Araut10. Bongcloud is a horrible opening for every level. Just focus on getting the knight and bishops out in the opening.

I think it is a bad opening, It stalls development and since you move your king you lose your right to castle.
the bongcloud is a meme opening. technically speaking, a horrible choice to play.

Play the Vienna and there is a line in the Max Lange Attack with 5. Ke2

I don’t think you really understand my statement.
GM Hikaru Nakamura is within 100-200 rating-range between himself and GM Jeffery Xiong. So theoretically speaking, one player with any rating could produce a win against a player within the said rating range, more or less playing the Bongcloud Opening.

i guess the opening is just a segue into the middlegame, so if you don't make any critical mistakes with the bongcloud, you'll be slightly worse, but if you can play a careful middelgame you should be fine
