London System Black plays c4

I'm still new to this whole chess forum thing and trying to get good at chess so idk if i can explain things right. I just picked on the london system and want to ask some questions about it.

Like what happens if black plays c4?

c4 is actually a weak move, you retreat the bishop to c2 and eventually undermine the c4 pawn with b3, among other ideas.

The c4 move removes Black's pressure on the d4-Pawn, and later on... after Bc2, 0-0, Re1, Nbd2, etc... White's e3-e4 move will be very hard to meet, since Black will have no counter-play against d4.
