I don't know about that. Seems like White played very badly to me. Move 8 onwards, White almost invariably missed obvious best moves. FYI this was a rapid game, not bullet or anything silly like that.
Does anybody else get the impression that Black doesn't know how to resign? Like literally doesn't know what button to press? Would that be the best explanation of move 7?
For the rating this game is fine, I assume. It's still pretty damn bad though. It certainly doesn't strike me as strange that a ~200 would play like this.

Literally the next three moves White plays are all really really weak. No interest in development. Taking meaningless pawns. Trying to develop opponents pieces for them with tempo. Missing tactics.

Good for ELO ! I don't know 150/200 ELO but you played this game over.
You blundered clearly less than your opponent, so you were playing well. You spotted most of the hanging pieces (missed a few, though), which is good for a beginner. You may climb up a few hundred points in ratings with this type of a play, but you will soon learn that people know how to defend this type of an attack (just play 2. ... Nc6) and actually make your position uncomfortable by attacking your queen after you run out of immediate threats they need to defend against. So in the long run you'll have to learn to play with more patience and not take your queen out immediately. (And I know that grandmasters might play something like this against beginners or even quite high rated players, but they are just so much better players that they can give their opponent an advantage in the opening and still outplay them in the middlegame and endgame.)
