What does the times 1|1 and 3|2 and 15|10 mean?

Like the title, I can see that it's possible to set up a timer that instead of 3mins fx, then it's 3|2.
What does that mean?

The number before the | is the base time each player has on their clock. The number after is the seconds added to a player's clock after they make a move.
