Amendment I: All colonies, on earth or elsewhere, are converted to international zones.
Once all 7 needed signatures are added (by those deemed to be relevant to the conflict), any amendments proposed will be voted on, and once those matters are decided, the Treaty will be officialized, and the borders set. (To represent signatures, just say that you approve of the Treaty, and I'll edit the signature area.)
Any proposals will be greatly appreciated!
