I do believe that it is a draw.  :)  Opposite color bishops do make things difficult to find a victory for either side.  Even though white does have the extra pawn on c4, it cannot advance without being captured until the white king comes all the way over to help out.  But then I think black can just set up a blockade on a dark square with his/her king or bishop.  :)

My Rykba shows it to be a draw, but still rates the position as +.56 unless at some point white forces the h-pawn to promotion but I lost interest 60 moves into the calculation.
