Just because a positon is "equal" does not mean it is a draw. This position is not even equal. White is +/-...winning.
With that type of material still on the board I would continue playing as white because White has a clear advantage. If I was Black I would probably accept the draw offer.
It is a win because White can sacrifice his rook for the Bishop and a pawn at the right time to create a winning passed pawn. After exchanging the last pair of rooks, the ensuing King and Pawn endgame is easy technical mop-up.
Yes I agree with you that white can sacrifice his rook for the bishop, however I had some trouble doing so as seen in the game. I knew that I couldn't win the game if I just had my rooks dance around.
