Her profile gives little about her other than her rating, the name "Cindy Q" and that she's from Canada.
There is a page of Canadian title holders that lists only 12 Woman FIDE Masters but none of them are named "Cindy Q".
FIDE's site reports a 12 year old WFM named Cindy Qiao with a FIDE rating of 1628.

Weird...is the Canadian chess page incomplete...?

Well that's her standard rating according to that site. She has about a 1660 in standard here.

One of her recent opponents in online chess is IM artsam (name listed is Artiom Samsonkin (real name?...)). He's about a 1340 in online chess here and a disproportionate 2500+ in blitz chess here. Maybe IM Artsam isn't adept at slower time controls and is better when thinking quicker.

Sometimes they give out titles to juniors who win certain tournaments, or at least I think I read that somewhere...

I am all for doing things for kids to encourage them but FIDE giving out "master" titles for someone beating a couple of 1500-1600's and mostly unrated players is ridiculous. (You can look at the crosstable from the event she won in order to get the WFM title.)
It cheapens the meaning of the title and of the word "master". I think it's great that some kids travel around the world to play chess. (She evidently went to Mexico to play in the tournament.)
However, giving her a title leads to ridiculous posts like this one, with Newengland7 reporting his win over a 12 year old who hasn't beaten anyone who is any good at chess.

It was online chess but a) she had a lot of other games going on--I only had this one game going in my online chess queue, b) her moves were a little rushed for an online chess game.
Well, she's only 12 now--imagine how good she'll be further down the road.

And they don't "suck" in Australia, they're mostly all 1800 strength.
I do disagree with woman titles but to say why do WFM's suck is a bit unneccessary.
We'll hopefully have a rematch soon. Hopefully, it lasts longer.
