2000 elo starting at 19

For sure it is possible. If you dedicate yourself to improving you will. The only issue with starting at a late age in my opinion is that other things in life distract you from improving at chess like work, social, etc. I would recommend that you have a certain time of the day you dedicate yourself to improving at chess, and analyze your games. Would also highly recommend buying yourself a chess book or anything chess related. I feel the more time i think about chess the better I play.
You can get to 2,000 rating but it would be a hard task to do, you need to study everything on chess, which is ridiculous.

yes ofcourse! its not tooo late. if you have a high iq with strengths that are crucial in chess, you will def reach it before you turn 30.

Pay for coaching, devote 5 hours a day to study chess 365 days a year, surely you will achieve that goal.

there are 35,279 players rated 2000-2099 in rapid (approx 0.00078 percent)
there are 31,876 players rated 2000-2099 in blitz (approx 0.00171 percent)
with a good amount of dedication and time, sure its possible, but you're gonna have to be willing to stick with this game for a while
