3 move repetion draw

I stay confosed ...and confused about draws. I believe i need to make a move and then offer the opponent  a draw..not before i move. Is this correct. Is this true on a 3 move repetion draw also. Would i have to make the request to a official or...how does this work. Thank you for any help

a) the custom (or tournament OTB rule) is to offer a draw before your move, then make your move

b) it's not a '3 move repetition' but a position repeating itself (in every way, with all capabilities such as castling & en passant, the same) three times that leads to a draw (some sites will do this automatically, OTB and other sites (here, in Live Chess I'm pretty sure, I do not know about correspondence/online chess here) you need to request it and the site will declare a draw if that condition had been met)

make move and the offer draw.  three fold repition, if that option is available, click on it the game is over.

(sigh!)  It's repetition of POSITION, not moves.

I would like to thank all for their input. I am now stareing into space, drooling, and foaming at the mouth. So if i move a difrent piece in to the same position...three times...and is true with my opponent. Then its a draw.
