You can go to live chess and set up a game with custom time controls to whatever you want, and send it to someone as challenge. But you won't find any random opponents willing to play 90+30 online

Earlier it was Slow Chess League, where it was pairings. In a week you could negotiate with your opponent when it was best to play for both. Not all people can just go in a chess club next door and play 90+30, so how to play 90+30 here on Chess? Is it not possible?
