FIDE publishes "top ranked by country" lists, but you'd have to go country by country.

I seriously doubt you will find a list categorized by ethnicity, unless it was something that was done by a private person.
Maurice Ashley has been rated over 2500 in the past (2504) and he was the first African American to become a GM; with minor research he may be the only one so far. There is a blog here (from 2009) that states it was still the case just a couple of years ago.
I found an article on Amon Simutowe who is a GM from Zambia; doesn't have a current rating on FIDE lists but that article lists him at one point being in the upper 2400's.
I ran across another article (google cache) from October of 2010 that said there were only 3 GMs of african descent; the two listed above and Pontus Carlsson from Sweden.

Oh, and it would also help if you qualified what you meant by African descent since you would also have GMs from other African nations (such as Egypt listed above) that are not listed (by me and others in things I have been searching).

It is hard to find; as the African Chess Federation is not there... And Africa doesn't contain many high profile players. Egypt, South Africa, Nigerya & Morocco are the best as I believe ( still I am not 100% sure )

Now since, this has been brought up, I'M sure, n the now-present-future, u will see more Afrikan (Black) Chess GMs; as far as public ratings (FIDE, etc...). But know this, with certainty: There r Black (Afrikan American) chess players, who will crush any GM, IM, etc..., that u can think of!; trust me. I know, have played, betted on, & hear stories about credible, Black chess players. The best, chess or otherwise, r not that accessible; or information about these Black chess players, r not public knowledge; 4 whatever reason. So rest assured (Frankdawg & others), that Black (African, African American, etc..., n this case) chess GMs, IMs, etc..., all that other sh!T, r out here!
