What would be A0 strength vs Leela on same hardware?

Since after A0 controversial won over Stockfish 8 on restricted hardware, some people might be wondering what would be the strength of A0 and the current full strength stockfish.
This is thoeretical estimate of possible strength of those engines on those hardwares.
P.S, A0 hardware cost is around $25 milion(source wikipedia) and stockfish 8 on 32 cpu (64 thread ) was about $5000.
