He wasn't banned, chess.com admins changed his username to "Playing_to_win". After his name was changed someone took the old name, putinwillwin, and cheated.

From what I know (that means i haven't even fact checked this) they were legally obligated to let Tate go. they have a set time to find "leads" that could suggest his guilt, if they don't they can't hold him. So Tate probably didn't traffic women (hopefully not) but I wouldn't be surprised if we was caught in some sort of money laundering scheme.
