Doubled pawns are by no means always bad. At any level.
Anti-Principles: Doubled Pawns

Doubled Pawns are usually a handicap because they have less collective mobility than un-doubled Pawns. But that's only part of the story. Every doubled Pawn will give you what's called a hybrid open file (the file where the Pawn used to stand is now open on your end). Also, every time a Pawn moves (to double-up or not) it now controls a different pair of squares. For example, a Pawn that gets doubled from b2 to c3 now controls the center square d4.

Yes, they're compact and control a lot of adjacent squares (which is especially nice if they're central squares, or part of a king hunt). Also they can provide shelter from checks (particularly queens). And in some cases they can be more difficult to attack than undoubled pawns. Oh yes, and they can also increase the pawn mass around your king, thus making it harder for your opponent to break through with an attack.

Double Pawns can form a barrier to keep opponent pieces away. The worst possible time in a game to have them would be in the End Game.
Generally doubled pawns are said to be bad, against basic sound principles of play. But I reckon doubled pawns are worth it in order to gain a swap of queens, or any other piece you want to tempt the opponent to swap. This anti-principle works with opponents rated upto at least 1600. Reduce your opponents attacking power and aim for a winning endgame. Endgame ignorance seems to abound at this level. Good luck!
