If you're asking for the best for objectively speaking, then we don't have enough to prove one way or the other.

If you're a beginner, I very highly recommend your first move being 1. e4 (moving your kings pawn two spaces).  This helps take control of the center, and it frees your queen and king's bishop.  I would also recommend experimenting with 1. d4.  This also takes control of the center, and your pawn is already protected.  From personal experience, opening with e4 tends to lead to more tactical, open games, while d4 (depending on how black replies) tends to lead to more cluttered, positional games.  With black, just learn the replies.  The simplest is to counter e4 with e5, and d4 with d5, but there are many ways to do it.

What you should remember is that NORMALLY the pieces you want to use first are: the pawns in front of your king and queen, the knights, and the bishop next to your king.  Castling generally takes place shortly after that occurs.

There are no "best" openings for white or black.  Although some are statistically better than others, it all comes down to how well you play them.  I personally am afriad of the Ruy Lopez, so my most common response to 1.e4 is 1...d5 (Scandinavian Defense/Center Countre).  Essentially, you could play with a weaker opening and leave the opening stronger than your opponent, simply because you were comfortable with it and played well.  Find something that suits your style and you enjoy playing, and take it from there.

C) Why?! Because you need to find the openings that best fit your style of play and allow you to stay within your comfort zone at the board.
