Even if British people did on average have abnormally high IQs (which I'm not suggesting we do), a British 1800 rated player would still be of the same strength as an 1800 rated player of any other nationality, so most likely it is phychological.

There is a very narrow clique of Brits who are extremely smart, but they represent only a miniscule proportion of the population at large. That is those privately educated, typically privileged few who wind up running the country and most if not all of its major institutions. Generally speaking, Brits are amongst the most uneducated people you will find in the developed world. Common in the UK is to lampoon Americans as dumb too however Brits believe in proportionately greater numbers that the moon landings were a hoax and all manner of ridiculous things. They are more taken in by outlandish things. In short, they are more gullible, more foolish and more stoopid than the Americans they oft lampoon.
It is entirely in your head if you believe they are all as smart and fiendish as their celluloid portrayals.
I don't think you do the British justice. On intellect, I should think they are about the same as any other nationality (I believe the Japanese are officially the highest IQ scorers, in as far as this can reliably be tested, which is not very far). You forget Charles Darwin, Isaac Newton, Michael Faraday, George Stevenson, James Watt, Alexander Graham Bell, Alexander Fleming, Joseph Lister, Isembard Kingdom Brunel, Fred Hoyle and many other innovative, inventive and revolutionary figures, who don't at present come to mind and who were/are British.
