If you mean the graphics user interface (gui) running chess engines, you can't set a rating.
Are you trying to play against it or use it to analyze your games?
I used to use it three or four years ago to help analyze games. The automatic analysis was not very helpful but letting it run at various points could show you a lot.
Nowadays, the automated analysis here is easy to use and is more than strong enough for most purposes.
The default engines in Arena 3.5 are very old. You should go get more up to date engines from Stockfish (or wherever). You just download the version corresponding to your computer and paste them into an engine folder.
