At what elo are you no longer a bad player?

For some reason I am so bad in chess, I am just 450 elo and it is very hard for me to progress I only reached 500 rated once and then lost too many times.

About 1200 the rating is avg and until 1600 is intermediate, 1600-1900s are advanced, 1900-2150s are expert and after that until around 2450 the players are at master level and some of them are IM or FM or CM ... +2500s as I know, they are GM or WGM. There are a lot of players who are below 1200 like me. I don't know what level should we call them. Anyway, I'm 1140 myself but can't call myself "begginer" or "sub intermediate" after 3 years of starting serious chess. But the ratings below 600 are usually begginer and usually if they practice, they grow their rating up until 800 fast.

I have been solid in the 700's and I feel I am decent. Been broadening my openings past the standard kings pawn openings into more of a kings fianchetto / early king side castle line.
I feel I am good enough to challenge a lot of casual players but still struggle against the chess club people.
When you're in the 1300's in blitz, you're almost there, it's like being 7 or 8 months pregnant, you're very close too giving birth to your first proper chess game where you win a good tactical or positional game without blundering, the general consensus across the 13 pages on this thread is correct, it's the 1400-1500 range where you have covered all the basics and go into every game with some kind of plan rather than on a wing and prayer, Eric Hansen said on speed run account too that the legit players start at 1400, as in that's when he actually had to start concentrating and couldn't just expect to win without making a blunder.
I dont know why but when I reached 500 I was so happy and was to scared to play chess because I was scared I would lose my rating but after I brought up my courage I lost all me elo from 509 to 443
Me trying so hard for 2 years to advance to 500, other people trying a bit seriously and getting 800 or 1200 in just 1 month. Me thinking { Me bad at chess }, even though google says that anyone can get good at chess.
when your at 1000, your a player who has mastered the basics, 1500 you know how to use the fundamentals but could need some practice and 2000 to 2300 you have mastered it 2400 to 2900 you have mastered and used it perfectly like the fundamentals, basics, and advanced openings, tactics, complicated traps and positional middle games and openings, at this level you would technically know what opening to play against your opponent when your opponent makes the first move.
