Is that because chess.com estimation includes very low rated players that lose in 5 moves?
I just counted the moves of my last 10 games and on average it was 24 moves. I'm very surprised by that.

Average computer games 3200-3500 elo end 60 moves.
Average amateurs game 1000-1200 elo end 20-30 moves.
35-40 seems to be about the average in my local clubs, though style has as much to do with that as quality of play. Tactical players tend to play shorter games than positional ones, though.

I've seen information somewhere that says rated games average 28 moves.
Decades back, when USCF's Chess Life magazine ran best "Miniatures" of members, it required 16 moves or less. I struggled to get a few nice OTB and Correspondence games over by 16 moves so I could send them in to be considered, but I never was chosen. I thought of that last year when I had a beautiful 14 move win (https://www.chess.com/daily/game/160141534)
My last 20 games here, not including those someone lost to me on time, had move lengths of 30, 52, 28, 32, 45, 33, 28, 27, 20, 31, 30, 23, 31, 24, 12, 32, 31, 29, 32, 30.
That's an approximately "random sample" that averages 30 moves per game, coincidentally by each of mean, median and mode averaging, close to that 28 I've previously seen.
Are these number of moves per person or total moves of 2 players?
Total moves of 2 players. White moves one piece, black moves one piece - this is one move in the chess match. Every move consists of one 'turn' for white and black each.
What if a player resign after lossing some material ? Maybe that game can lasted 10 more moves, but is going to alter the average.
So... some decision and technique should be used to filter the data before jumping into conclusions.

Actually even most masters are probably amateurs, since anyone who is not a professional in chess is an amateur at best.
And only very few people play chess as their profession, meaning chess would be their primary source of income, and basically anyone who is not a professional is an amateur or a hobbyist or a recreational player.
Most people, like me for example, should be considered hobbyists, as an amateur sounds like someone who already is very skilled, but just not a professional.
Many people think an amateur is someone who is bad at something, for example a weak chess player, but that is just a misunderstanding of the word amateur.
