The only things a blocked member can't do is message you, post on your notes, post in a topic/blog you started, or post comments on your games.

Blocking them doesn't prevent them from accessing your profile or history. It prevents them from being able to leave notes, send messages to you, post new messages in forums you created, or make game challenges to you (or respond to your seeks).

They can still post comments on the games in progress, I believe. Just the completed games cannot be commented on.

As well as not being able to post on your wall, they cannot see what others have posted on it in the past.

Do you mean if someone has been blocked from play by chess.com? I don't know how long that lasts, or if it's always the same.
The other comments were referring to one member blocking another specific member.
