Bullet, draw by draw by insufficient material and timeout

When you are playing bullet and you run the other person out of time, sometimes it says "draw by insufficient material and timeout" although there clearly is enough material, say a queen vs 2 pawns. Sometimes though, it just times them out and gives me the win. What does "draw by insufficient material and timeout" mean and how do they decide when to enforce it?

Insufficient material is the material the side with time still has.

Say you have only a king and your opponent runs out of time.

Your opponent can't win, because they have no time left.

You can't win, because you don't have mating material.

Therefore, the result is a draw.

In b 4 some guy with a bullet rating under 1000 tries to say bullet isn't chess.

Sure, it's not chess if you don't know how the horsey moves... but you can't blame that on bullet.
